i know its not a great metal song, but try "Less Talk More Rokk" by Freezepop. It really helps with your speed issues, even though its a gay song.

BQ - play scales, and various exercises, but don't focus on trying to get faster, just let it happen. Also remember, speed is a byproduct of technicality.

You're kind of limiting me by saying no death metal, because alot of very technical and talented guitarists come from this subgenre. By Satanic metal, I don't know what you mean.
