There is a legal drinking age of 20. Some bars no one will ask, some bars will. But if the police check it's your problem not the bars.
You might be able to get some alcohol even though you will be doing it illegally. You also might end up in big trouble from the police too with your parents or guardians paying big fines to get you off.
Or, even worse you might end up as one of those newspaper headlines "Drunk Tourist Gang-raped!" or even worse "Young Drunk Tourist Found Slain!" There is a reason why there are age restrictions on purchasing booze, it is because when you are young (16 is young) you make dumb-*** decisions that could have serious consequences!
To answer your question, yes you might be able to get some alcohol, but you might also pay the penalty for your foolishness!
